About the Symposium
The Health Sector Legal & Investment Symposium is organised by TASLAF Advocates, a specialist legal and tax advisory firm with particular strength in corporate finance, tax and regulatory advisory for organisations in regulated and investment-driven sectors.
The event is a platform for healthcare service providers, manufacturers, insurers, investors and regulators to share knowledge and practical insights on the legal, tax and financial framework governing Uganda’s health economy. Its core objective is to equip health sector organisations to invest, structure and grow within the rules, while fostering direct engagement with the institutions that regulate them.
Overview
Healthcare is Uganda’s next investment frontier. Private hospitals and clinics now deliver a significant share of care, local pharmaceutical manufacturing is scaling, the market for medical devices and diagnostics is expanding, and Government has signalled its intent to introduce a National Health Insurance Scheme. At the same time, donor funding for health has contracted sharply, and the future of health financing now turns on domestic resources, private capital and partnerships with the private sector.
This growth is unfolding on top of a dense and tightening regulatory base. The 2026 Symposium will equip health sector organisations to understand their tax, licensing, employment, liability, data and research obligations, and to structure and attract investment with confidence.
Key Topics
- Tax exemptions and incentives for health entities: import and investment reliefs, VAT treatment, and accessing and accounting for incentives correctly under URA requirements
- Regulatory compliance and licensing: facility licensing, NDA registration of medicines and medical devices, and professional regulation by the Health Councils
- Employment and HR law for health employers: clinical and non-clinical staff, locums, foreign specialists, work permits and lawful restructuring
- Medical negligence: clinical liability, vicarious liability of facilities and employers, professional indemnity insurance and dispute resolution
- Patient data protection and digital health: consent, data security and cross-border transfers under the Data Protection and Privacy Act
- Medical research, clinical trials and drug development: UNCST and NDA approvals, ethics review, informed consent and intellectual property
- Structuring private finance and investment in healthcare: deal structures, capital raising, regulatory approvals and the protections investors require
Learning Outcomes
By the end of the symposium, participants will be able to:
- Access and account correctly for the tax exemptions and incentives available to health sector entities.
- Meet facility licensing, NDA registration and professional regulation requirements as enforcement tightens.
- Align employment contracts and practices for clinical staff, locums and foreign specialists with labour law.
- Understand and manage clinical liability exposure, professional indemnity insurance and dispute resolution.
- Meet data protection obligations over patient and health data.
- Navigate the approvals, ethics and intellectual property rules for clinical research and drug development.
- Structure transactions and prepare for investment by funds, DFIs and strategic investors.
- Network and engage directly with regulators, investors, insurers and peers across the health sector.
