About the Symposium

The Annual NGO Legal, Policy and Regulatory Compliance Symposium is organised by TASLAF Advocates, a specialist law firm providing tax and legal services to the NGO sector.

The symposium is a platform for participants to share knowledge and practical insights on Uganda’s legal and regulatory framework for NGOs while strengthening capacity for compliance and sustainability. Its core objective is to guide NGOs in meeting their legal, regulatory and tax obligations in a constantly changing environment, while fostering collaboration with regulators to create an enabling environment for effective operations.

Overview

Uganda’s NGO sector has entered a new legal era. In the space of a year, the rules governing how organisations are funded, taxed, staffed and run have been rewritten. The Protection of Sovereignty Act, 2026 has transformed the treatment of foreign funding; the Employment (Amendment) Act, 2025 has overhauled the obligations of every employer; and successive tax amendments have reshaped how NGOs and their donor-funded programmes are taxed — all against a backdrop of tighter enforcement and shrinking donor support.

The 2026 symposium will equip NGOs to understand and adapt to these sweeping legal changes, turning a wave of new obligations into a clear, practical compliance strategy for the year ahead.
