Biography
Kevin Ayebare is an Associate Partner at TASLAF Advocates leading the Commercial Advisory and Dispute Resolution Department. His practice spans labour law, commercial litigation, regulatory advisory and corporate governance, with particular depth advising international NGOs, development organisations and multinationals operating across Uganda. Kevin brings significant litigation experience before the High Court, Industrial Court and various arbitral tribunals, and is committed to early resolution through mediation and ADR. His prior role as Acting Head of Legal at Abacus Pharma Ltd strengthened his capacity to deliver strategic legal counsel within compliance-intensive operational environments.
Selected Experience
Employment Law & HR Advisory
- Provided strategic counsel to Wildlife Conservation Society on complex termination matters, disciplinary investigations and collective termination procedures arising from US funding cuts.
- Represented Mercy Corps at the Labour Office and Industrial Court; reviewed and revised HR policies, advised on collective termination processes and expatriate terminal benefits.
- Led an investigation into allegations of sexual exploitation and abuse at the medical hostel for Africa Humanitarian Action; reviewed PSEA Policy, Code of Conduct and staff regulations.
- Advised Girls First Fund on safeguarding policy and the consequences of breaches by current and former employees.
- Advised AVSI Foundation on review and renewal of employment contracts and policies, and provides day-to-day employment advisory.
- Drafted gratuity policy and revamped HR and disciplinary policies for Medical Teams International; represented MTI at the Medical Arbitration Board.
- Advised SNV Netherlands Development Organisation on leave entitlements, post-employment leave payments and the legal distinction between employees and consultants.
- Advised Plan International on review, drafting and implementation of employment contracts, workplace policies and HR manuals.
- Advised CivSource Africa, Uganda Biodiversity Trust Fund and Forgotten Children Worldwide on employment structuring, governance frameworks and labour-law compliance.
Dispute Resolution & Litigation
- Successfully represented Great Lakes Coffee in a labour dispute brought by 11 former employees represented by Platform for Labour Action — secured a favourable settlement.
- Negotiated a settlement agreement for UpEnergy with a former employee and guided UpEnergy through a complex collective termination process.
- Advised USAID/QED on the legal structuring and governance framework for the Karamoja Regional Development Forum (KRDI).
- Advised USAID/GAPP on the technical structuring of NURDEF — a development initiative in Northern Uganda.
- Led the team advising the Agency for Cooperation and Research in Development (ACORD) on its transition from international NGO to a locally registered entity.
SME & Capacity Support
- Coordinated employment-law and tax advisory to over 100,000 startups in partnership with The Innovation Village.
- Advised and trained over 100 women-led social enterprises supported by Capital Solutions.
- Provided legal and HR-compliance advisory to over 31 women-led SMEs supported by Challenges Group.
- Delivered specialised training to 50+ SMEs in partnership with GIZ in Uganda's manufacturing sector.
