Biography

Stephen Tumwesigye is a founding partner at the firm and one of Uganda's leading corporate & tax lawyers. He heads the Corporate, M&A and Impact Finance Practices at TASLAF and is also part of the Oil & Gas and Tax practices. Stephen formerly worked as a Tax and Legal Consultant with Deloitte East Africa, where he advised leading entities across the region. He advises private equity and other investment funds setting up in East Africa, leading teams on fund formation, due diligence, acquisitions and exits, complex financing agreements, shareholder agreements and Initial Public Offers. He has acted for international firms in the oil and gas and financing space involved in high-profile infrastructure projects — advising on tax and legal aspects of market entry, joint ventures, project finance and the full procurement, engineering and construction value chain, alongside high-level employment, tax and construction litigation. Stephen has also supported the entry of leading East African technology companies and structured financing for top app and software developers in Uganda. He has been involved in the set-up, restructuring and ongoing advisory of leading multinational non-profits, Development Finance Institutions (DFIs) and philanthropic entities, and coordinates the firm's flagship pro bono project combining Artificial Intelligence with legal services for East Africa's leading startups and social enterprises. He has served as a mentor in the Yunus Social Business Foundation and the Tony Elumelu Entrepreneurship Program and is a regular speaker at development finance conferences. He sits on the board of Chapter Four Uganda and formerly TPO Uganda. Stephen holds a Master of Laws (LLM) from Harvard Law School, where he was an Open Society Foundations Scholar.

  • Advised on equity exits with the Capital Markets Authority, Bank of Uganda and URSB.
  • Conducted regulatory studies on barriers to capital mobility, fund exits and investor protection in Uganda, Kenya and Rwanda.
  • Reviewed and proposed reforms to company, securities and investment laws to streamline private-equity exits.
